SBIR - Small Business Innovation Research

The SBIR program is a set-aside program designed to support innovative research conducted by small business concerns to foster research on pharmaceuticals, medical devices and implants, biologics, informatics, and biotechnologies for the causes, prevention, diagnosis, and treatment of heart, blood vessel, lung, and blood diseases. Innovation and the potential for commercialization are among the important factors included in the review criteria used in the scientific and technical merit evaluation process. The SBIR Program includes small businesses participation in Federal R/R&D to foster and encourage participation by socially and economically disadvantaged small business concerns and women-owned business concerns. The Principal InvestigatorGlossary Link must have his/her primary employment with the small business concern at the time of award and for the duration of the project period.

Scope of Support

Phase I. The objective of Phase I is to establish the technical merit and feasibility of the proposed R/R&D efforts and to determine the quality of performance of the small business awardee organization prior to providing further Federal support in Phase II. Support under Phase I ($100,000) is normally provided for six months.

Phase II. The objective of Phase II is to continue the R/R&D efforts initiated in Phase I. Only Phase I awardees are eligible for a Phase II award. SBIR Phase II awards normally may not exceed $750,000 total. However, applicants may propose longer periods of time and greater amounts of funds necessary for completion of the project.
