MEETING SUMMARY OF THE NATIONAL ASTHMA EDUCATION PREVENTION PROGRAM COORDINATING COMMITTEE

December 14, 2017

The 1st meeting of the National Asthma Education Prevention Program Coordinating Committee (NAEPPC) was convened on Thursday, December 14, via webinar. The meeting was open to the public from 10:00 a.m. to 12:00 p.m. Dr. James P. Kiley, Director of the Division of Lung Diseases at the National Heart, Lung, and Blood Institute (NHLBI), presided as Executive Secretary.

  1. Welcome, James P. Kiley, PhD

Dr. Kiley, Executive Secretary of the NAEPPC, welcomed the Committee and other participants to the meeting. Dr. Rob Lemanske was introduced as the chair.  The Committee consists of 15 members including: five government employees, five federal members, and five member organization representatives. The Committee is a Federal Advisory Committee Act (FACA) committee. Members representing organizations were named by their organizations.

  1. Introduction of Committee, Robert F. Lemanske, Jr, MD

Dr. Lemanske introduced the fifteen committee members and the members provided a brief introduction of themselves.

  1. Review of the Committee’s Charge, Dr. Kiley and Committee

Dr. Kiley presented the mission of the FACA. He shared that the special government employees went through a vetting process. The previous NAEPP membership was open and did not include an in-depth vetting process.  The Primary mission of the Committee is to advise NHLBI and other federal agencies. Other partners include NIH Institutes, HUD, EPA, CDC and other agencies involved in asthma work.

Description of the history of the NAEPPC was presented. Original NAEPP design and framework was presented. The program was designed to translate knowledge and the research so that it could be used by the public. The Committee has been transformed with the core being the NAEPPC and establishment of potential working groups around the Committee. The Expert Panel working group has already been established. The previous review of the 2007 guidelines was made to determine if an update was needed.

  1. Committee operations and updates, Janet de Jesus, MS, RD

Ms. de Jesus provided a brief overview of Committee operations. The Committee includes 15 voting members, and Dr. Kiley (Executive Secretary) will be copied on all correspondence. All Committee meetings will be open to public. Notifications of future meetings will be posted in the Federal Register and on the NHLBI website.

Workgroups such as the future Expert Panel Working Group will not meet publicly, but updates will be presented to the Committee in public meetings. Historical NAEPP working groups were discussed in context of possible new workgroups.

The Expert Panel Working group will be charged with updating key topics from EPR-3. The working group will include some overlapping members from the NAEPPC. The roster has not yet been finalized. There was a call for nominations via public notice. A logistics and methodology contractor will provide support to the Expert Panel Working Group.

Committee members discussed possible workgroups on topics such as: school education, dissemination and implementation (resources, EMRs), patient advocacy/advisory, and health policy. The environmental aspects of asthma will be included in the updated guidelines. The Asthma Disparities Working Group (ADWG) is internal to government partners. The ADWG can provide updates to the Committee.

An update on the asthma AHRQ systematic reviews was provided. The systematic reviews are complete and pending co-publications with journals.

  1. Next steps and committee discussion, Drs. Kiley and Lemanske

NHLBI will begin the process for convening the Expert Panel Working Group and will seek contractor support.  The Committee is chartered to have approximately two meetings per year and we will plan an in person meeting this year.

  1. Committee discussion and Public Q&A, All

The committee discussed the topics of social determinants of health and possible revision of medications in the updated guideline. The social determinants of health were not selected for an evidence review topic. Pharmacotherapy questions are included in a review that will inform the updates.

  • Additional workgroup groups were suggested on subpopulations of asthma and emergency medical providers.
  • The issue of bringing forward content from EPR-3 was discussed. Currently the focus of the Guideline update will be on updating the topics in the new evidence reviews.  The Expert Panel will discuss how if content from EPR-3 should be included in the new report.
    • Other deliverables such as toolkits and materials that can be used for education and resources would be a great contribution from NAEPP partners.
