Conference Grant (R13) Application Procedures

Background

As a result of the passage of the NIH Reform Act of 2006, all research grant applications, regardless of cost, must undergo secondary review by the National Advisory Council prior to making an award. This requirement for Council review of R13 applications means that the date that the application is submitted must be early enough to allow the award to be made prior to the conference meeting date.

Receipt Dates

The following table shows the letter of intent deadline and the application receipt date necessary for the NHLBI to provide timely support for a conference. Conference grants must be awarded prior to the meeting date. Consequently, the applicant must choose a receipt date that allows for an award prior to the meeting. Conference grant applications must be submitted electronically through grants.gov.
 

It is anticipated that expedited Council review will occur within approximately one month after the summary statement release. Approved and uncomplicated applications may receive Notices of Grant Award within a few weeks after expedited Council review.

Letters Requesting Permission to Submit

Permission to submit a conference grant application must be requested at least six weeks before the application receipt date. The letter from the NHLBI contact that documents permission to submit an R13 application must be included with the application, along with the identification of any IC that may have an interest in providing additional co-funding support.

Funding Decisions

The Director, NHLBI, approves each request to fund a conference grant. Other ICs contributing funds to NHLBI conference grants must have a dual assignment and are required to complete their own approval process within their respective ICs prior to forwarding any cofunding agreement.
