The purpose of this amendment is to provide additional information on Human Subjects for the Broad Agency Announcement released on December 7, 1998. Accordingly,

1. In ATTACHMENT D APPLICABLE RFP REFERENCES, item 2 titled OPTIONAL RFP INSTRUCTIONS AND PROVISIONS, INCLUSION OF WOMEN AND MINORITIES IN RESEARCH INVOLVING HUMAN SUBJECTS, all justification should be placed in the Technical Plan (SEE ATTACHMENT C, item I. TECHNICAL PROPOSAL TABLE OF CONTENTS) under 4.TECHNICAL PLAN, d. OTHER CONSIDERATIONS.

2. In ATTACHMENT D APPLICABLE RFP REFERENCES, item 2 titled OPTIONAL RFP INSTRUCTIONS AND PROVISIONS, the following should be deleted:

   "INCLUSION OF CHILDREN IN RESEARCH INVOLVING HUMAN SUBJECTS" (Children should not be included in this research because of the rarity of children with the condition being studied. Therefore, offerors do not need to justify the exclusion of children in their proposals.)
