Ms. Kathleen O'Sullivan joins the NHLBI as executive officer

It is my pleasure to announce that Ms. Kathleen O’Sullivan has accepted the position of Executive Officer, NHLBI, and officially assumed her new duties on Thursday, September 8. Kate brings with her a unique combination of in-depth knowledge and broad experience gained in senior level management and administrative positions in the Department of Transportation and the U.S. Air Force, as well as formal education in engineering science, national resource strategy, and business administration.

Kate started her career with the Air Force in 1987 as an Electronics Engineer, and was later promoted through several senior level positions in logistics management and program analysis. In August 1999, she was selected to study for her MBA as a long-term, full-time graduate student at the University of Texas, Graduate School of Business. Following graduation, she held various positions of increased responsibility and complexity. From August 2004 to June 2005, she was a full-time student at the Industrial College of the Armed Forces in the National Defense University where she studied National Resource curriculum, News Media, Think Tanks, and Congress. In June 2005, she was appointed Chief Financial Officer for the Air Force Real Property Agency. In October 2007, she transferred to her current Senior Executive Service position with the Federal Motor Carrier Safety Administration (FMCSA) as their Chief Financial Officer, in addition to serving as their Acting Associate Administrator for Administration since January 2008. The FMCSA has both regulatory and grant-making functions, and she has been extremely involved with the Administration’s IT issues.

I am delighted that Kate has joined the NHLBI and am looking forward to the leadership she will bring to the Institute. We will all depend upon her advice and counsel as the Institute faces ongoing management challenges and opportunities. As our Executive Officer and Director of the Office of Administrative Management, she will oversee a wide variety of management and administrative support to the Institute including financial management, management analysis and policy development, emergency preparedness, workforce management, freedom of information and privacy, and a wide variety of administrative services. Her management will greatly impact our efforts to increase efficiency and create new ways to work smarter.

I would also like to take this opportunity to thank Mr. Tim Wheeles for his dedication to the Institute as Acting Executive Officer for the past two years. Tim’s calm demeanor, outstanding judgment and acumen in handling not only the standard day-to-day management of the NHLBI but also a potential government shutdown, the recent earthquake, and Hurricane Irene, have been unparalleled. The Institute is very fortunate that Tim will continue to serve as our Deputy Executive Officer and work closely with Kate as she transitions to a new environment.
