Director, Office of Translational Alliances and Coordination(GS-601-15)
The Office of Translational Alliances and Coordination (OTAC) in the Division of Extramural Research Activities (DERA), NHLBI is seeking a dynamic, innovative and accomplished biomedical/biotechnology executive with demonstrated scientific and entrepreneurial expertise to provide strategic vision and leadership for the OTAC.
The OTAC Director is an expert in entrepreneurism and technology advancement with the vision and unique skill set required to recognize commercial value in very early stage technologies, guide their scientific and business oriented risk-mitigating development and the capital acquisition activities required for their ultimate customer/patient deployment. These skills, gained through experience in both the academic research and the start-up/small business or industry sector, will provide the OTAC Director the capability to oversee and effectively manage existing NHLBI translational research technology development programs and the development of new programs and initiatives required to identify and advance innovations and technology platforms for research, diagnosis, treatment, control and prevention of cardiovascular, lung, blood and sleep disorders.
Major responsibilities include:
- Use knowledge of biomedical technology market needs, regulatory approval pathways, business development, and the current state of the science, to develop and implement programs focused on emerging technologies with potential for high impact in the areas of prevention, detection, diagnosis, or treatment of cardiovascular, lung, blood, and sleep disorders.
- Bring strategic alliances, and develop partnerships that enhance and enable the development, translation and deployment of advanced technology platforms that support the NHLBI mission.
- Survey research and healthcare trends, determine technology development needs and develop initiatives that integrate with the NHLBI programs.
- Organize and lead relevant workshops, conferences, and similar activities to facilitate communication and partnerships between investigators, NIH, private industry, and other technology development stakeholders.
- Serve as a scientific liaison representing the NHLBI vision of strategic technology development to other Institute components, NIH scientists, Federal agencies, the small business and technology development communities, private industry and other stakeholders.
- Oversee the development and implementation of SBIR/STTR programs focused on emerging technologies of national importance in the areas of prevention, detection, diagnosis, or treatment of cardiovascular, lung, blood, and sleep disorders from both the extramural community and the NHLBI intramural program.
- Oversee the development of a grants and contracts portfolio supporting the development of advanced technologies towards commercialization.
- Supervise OTAC staff.
Requirements: Applicants must possess a PhD or equivalent doctoral degree and biotech/ biomed (e.g. therapeutic, diagnostic, device, tools) research experience. Although not required, an MBA degree or equivalent experience is preferred. Biomed/biotech industry research, development and commercialization experience including knowledge of intellectual property development, regulatory and reimbursement requirements as well as impeccable leadership and communication skills are required.

Business Development Specialist, Office of Translational Alliances and Coordination (GS-601-12/13/14)
The Office of Translational Alliances and Coordination (OTAC) in the Division of Extramural Research Activities (DERA), NHLBI is seeking outstanding candidates for the Business Development Specialist position.
The Business Development Specialist will be responsible for managing the scientific and business outreach coordination for a full range of cross-cutting small business technology development projects and activities in the OTAC. The incumbent will provide oversight, analysis, and business/technical management to the SBIR/STTR research projects. Responsibilities of the position include activities such as drafting solicitations; evaluating the effectiveness of short and long-term SBIR projects, providing advice to the OTAC Director and NHLBI senior-level scientists regarding strategic SBIR technology development; establishing internal and external contacts to foster the development of programs and identification of opportunities for SBIR technology research support and collaboration; facilitating scientific collaborations between NHLBI, NIH, DHHS and other Federal agencies, industry and the private sector; and building public-private partnerships to ensure best practices and exchange information.
Requirements: Candidates for the position must possess a Ph.D. or equivalent doctoral degree and biotechnology or biomedical research experience. The ideal candidate for the position will also have an MBA degree or equivalent experience, gained in the biomedical or biotechnology industry environment through hands-on exposure to commercializing a biomedical technology (e.g. therapeutic, diagnostic, device, tool). US citizenship is required.
